Neither Cyprus trust register is open to the public. The one kept by the trustee's supervisory authority records five items and no beneficiaries at all. The beneficial ownership register records them, open to the authorities, to banks doing their own checks, and to a person who proves an interest in combating financial crime and pays per trust.
Registering a Cyprus trust costs an annual subscription of 250 euro for a trustee holding one to five trusts, and nothing else. The stamp duty of 430 euro on the trust instrument was repealed with effect from 1 January 2026. The registration certificate and the extract a bank asks for are both free.
The reform package was approved on 22 December 2025, published in the Official Gazette on 31 December 2025 and took effect on 1 January 2026. It raised the corporate rate to 15 percent, cut the Special Defence Contribution on dividends to 5 percent, and widened both residency tests.
